Sehat Card Plus is a Micro-health Insurance Programme for all the citizens of Khyber Pakhtunkhwa. It is one of the flagship programmes of Government of Khyber Pakhtunkhwa. The programme is being implemented through an insurance company selected through national competitive bidding.

Sehat Sahulat Programme

Brief History

01.

Benazir Income Support Programme also known as BISP was initiated in October 2008, with an initial allocation of Rs34 billion with the aim of providing beneficial support to people living under poverty line.

02.

Waseela Sehat was the first Health Insurance Scheme Launched in 2010 to provide free medical treatments to the under privileged beneficiaries on the basis of Benazir Income Support Programme.

The health insurance scheme was launched in 2012 in district Faisalabad, on pilot basis, covering full hospitalization, pregnancy, daycare treatment and diagnostic tests to a maximum limit of Rs25,000 per family annually.

Sehat Sahulat Program was launched in 2015 as a joint venture of KFW & Govt. of KPK to ensure access to free health services for people living below poverty line as per BISP.

Beneficiaries were identified through the data of Benazir Income Support Programme and all those having PMT score of less than 16.17 were eligible for Free Health Services resulting in enrolment of 95,405 households in four districts.

This Programme was started in four districts of KP i.e. Mardan, Malakand, Kohat and Chitral with Free Secondary Coverage of up to 25,000 per person subject to their enrolment. Services in this Programme started in Feb 2016 and by March 17, 2016, Services were rolled out in all four districts.

Prime Minister National Health Programme (PMNHP) program was launched in 2015 across 23 Districts of Pakistan targeting 3.2 million populations. Beneficiaries under PMNHP can avail both Secondary and Tertiary Services in Empaneled Hospitals. This model was based on Family Model and the coverage for secondary and tertiary were 60,000 and 4,000,00 PKR per Family respectively.

After successful implementation of Health Insurance Programme in four districts Government of Khyber Pakhtunkhwa extended Free Health Services to all 24 districts of Khyber Pakhunkhwa targeting population of scoring PMT Score of 32.5 or less under BISP Survey. This project had both Secondary and Tertiary services with benefits of 30,000 per person for secondary services whereas 3,000,000 for Tertiary Services per family. Similar to PMNHP, this was also based on Family Model.

Federal SSP program was launched in 2019 in 90 districts targeting 9 Million of population with Secondary Limit of 60,000 and Tertiary Limit of 3,000,00 per family.

KP100 now known as Sehat Card Plus Programme was started in Khyber Pakhtunkhwa in Nov 2020 and by Feb 2021, all Population of Khyber Pakhtukhwa was entitled to Free Health Services under Secondary and Tertiary Coverage. Limit for Secondary Coverage was 40,000 per person whereas Tertiary Limit was 4,000,000 per family. This again was designed on Family Model.

Punjab Universal Health Insurance, also known as SSP Federal Phase 2 started in 2021 covering 3.4 million+ population in 25 districts of the Punjab and all population of 11 districts of Lahore, Dera Ghazi Khan and Sahiwal divisions.

Beneficiaries under this programme are eligible to receive healthcare facilities through Qaumi Sehat Card Program for both Secondary and Tertairy Services. Limit for Secondary Services is 60,000 per Family whereas for Tertiary Services, the limit is 4,000,00 lac per family.
