Assessment Process For Empanelment Of Hospitals

The assessment process is conducted to evaluate applicant hospitals against criteria approved by the Government of Khyber Pakhtunkhwa (KP) for empanelment under the Sehat Card Plus Program. Only empanelled hospitals are authorized to provide cashless inpatient services to beneficiaries, with payments made as per government-approved package rates.

Application & Registration Process

Hospitals interested in empanelment are invited to apply through a transparent process:

– Public advertisements are published in leading newspapers inviting applications.

– An online application portal is available at https://eclaim2.slichealth.com/ords/r/ihmis_admin/hospital-empanelment/login?session=9727460977045

– The application submission window is open from 9th April 2026 to 30th April 2026.

– Applicant hospitals are required to submit complete details of their human resources, infrastructure, and available facilities through the portal.

Application Fee

Secondary Care Hospitals: PKR 100,000 (one-time, non-refundable)
Tertiary Care Hospitals: PKR 500,000 (one-time, non-refundable)
Hospitals applying for both Secondary & Tertiary Care: PKR 500,000 (one-time, non-refundable)

Stages of Assessment

The empanelment process comprises the following stages:
Stage 1: Desk Assessment
Stage 2: Physical Assessment

Stage 1: Desk Assessment

Applications submitted online are reviewed and verified jointly by State Life Insurance Corporation and State Health Protection Initiative (SHPI).

During desk assessment, applicant hospital details are evaluated in accordance with the minimum qualifying criteria approved for different districts of KP, including:
– Valid registration/license from the Health Care Commission (HCC)
Minimum number of beds available and registered with HCC as per Government-approved criteria
Emergency department located on the ground floor
– Adequate accessibility for patients
– Availability of at least three core specialties:
— Medicine & Allied (including Pediatrics)
— Surgery & Allied
— Gynecology
– Functional indoor pharmacy
– Operational laboratory services
– Availability of a functional Operation Theatre (OT)

Only those hospitals meeting the required criteria in desk assessment are shortlisted for physical evaluation.

Stage 2: Physical Assessment

Shortlisted hospitals undergo on-site evaluation by assessment teams.

Each team comprises two representatives from State Life and one observer from SHPI.

The assessment includes evaluation based on Basic (Knockout) Criteria and Detailed Scoring Criteria.

Basic Knowledge Criteria:
These are mandatory minimum requirements. Failure to meet any of these criteria leads to disqualification from the empanelment process.

Detailed Criteria (Secondary & Tertiary Care):
Hospitals qualifying the basic criteria are further assessed through a point-based scoring system tailored separately for Secondary and Tertiary Care hospitals. This includes evaluation of:
– Human resources
– Infrastructure and facilities
– Equipment availability and functionality
– Service delivery capacity
– Compliance with program SOPs and quality standards

Hospitals must achieve the minimum qualifying score in the detailed assessment to proceed further.

Approval Process

The number of hospitals to be empanelled is determined by the Policy Board, Government of KP.

Final approval is granted by the Policy Board based on recommendations of the Coordination Committee.
